    Join ULI Virginia for a tour of the Jackson Ward site, a partnership between CPDC and RRHA to develop mixed income housing in Richmond.
     
    The three-phase mixed income, mixed-use project will produce more than 200 units of affordable housing in Richmond through HUD’s Rental Assistance Demonstration Program.  
     
    Following the tour and program, join us for happy hour at Salt and Forge.

    Harkins Builders, Inc.

    Dave is a strategic thinker and planner whose work benefits from his architect’s eye. He often sees issues before others, and always works to resolve them in a calm, professional manner. He fosters the growth and development of his team members as well as his relationships with clients and other project stakeholders. Dave’s excellent listening, analytical, and communication skills promote honest dialogue at all levels. Dave is bringing his wide-ranging project experience and leadership skills to the development of our Southeast Division, where he is introducing Harkins’ culture, experience, and value to developers and subcontractors in the Carolinas. Dave’s commitment to improving people’s lives includes service on the Board of Maryland Affordable Housing Coalition and REACH! Partnership, a transformational middle/high school in Baltimore City that encourages students to pursue careers in design, construction, or healthcare. He has also served on boards and committees for the Baltimore City chapter of Home Builders Association of Maryland, Associated Builders and Contractors, and the Job Opportunities Task Force.

    Matt Engel has 15 years of progressive, diverse experience as a community development professional with specific expertise in affordable housing finance, real estate development and construction. Matt has led two large scale urban redevelopment projects in Washington, D.C. from inception through completion. He has a depth of expertise working in complex public-private real estate developments with a sensitivity to stakeholder interests and financial feasibility. Matt was selected for the Center for Urban Redevelopment Excellence at the University of Pennsylvania and graduated with honors from Carleton College in Northfield, MN. Specialties: community development, affordable development, retail development, economic development, real estate finance, design, marketing and sales, contract negotiation, budgeting, accounting, management, supervision, government relations, written and verbal communication skills, scheduling, procurement, policy analysis.
